When using zst instead of xz, the hash changes. This commit fixes the
hash for packages and tools in core.

Different from OPKG, APK uses a deterministic version schema which chips
the version into chunks and compares them individually. This enforces a
certain schema which was previously entirely flexible.
- Releases are added at the very and end prefixed with an `r` like
`1.2.3-r3`.
- Hashes are prefixed with a `~` like `1.2.3~abc123`.
- Dates become semantic versions, like `2024.04.01`
- Extra tags are possible like `_git`, `_alpha` and more.

Allow path specifications to refer to just '@' or '$' which is useful for
exporting the keys or array indizes of the toplevel object to the shell.

Note, that licensing stuff is a nightmare: many packages does not clearly
state their licenses, and often multiple source files are simply copied
together - each with different licensing information in the file headers.
I tried hard to ensure, that the license information extracted into the OpenWRT's
makefiles fit the "spirit" of the packages, e.g. such small packages which
come without a dedicated source archive "inherites" the OpenWRT's own license
in my opinion.
However, I can not garantee that I always picked the correct information
and/or did not miss license information.

This commit renames the jsonpath binary to jsonfilter to avoid clashing with a Python
extension of the same name.
The utility itself has been rewritten to use SQLite3's lemon parser generator instead
of a flex/bison combination which results in a much smaller binary.
