icecast: add libxml2 include directory 

Fixes this error:
cfgfile.c:26:10: fatal error: libxml/xmlmemory.h: No such file or directory
   26 | #include <libxml/xmlmemory.h>
      |          ^~~~~~~~~~~~~~~~~~~~
