mail/emailrelay: cosmetic fixes 

This is just a cosmetic thing, therefore no increase of PKG_RELEASE.
- Trailing spaces and tabs
- Add newline to end of file
- Add License info to Makefile
- Move maintainer definition to PKG_MAINTAINER
