Revert "libmstch: Remove boost dependency"

This reverts commit cb78291982.

The buildbots have GCC6. GCC7 is needed for C++17.

The `is_node_empty` type had to be extended to detect the std::variant's
default type `std::monostate` as an empty value. This change made all
the unit tests pass.
